Haulers <br /> could provide a free collection service or charge a small fee per bag to <br /> their customers during the leaf collection. The haulers would not pay a <br /> tipping fee and would be required to empty each bag of leaves into the <br /> truck and collect data requested by the city. <br /> Staff believes there is a better chance of this actually occurring if the <br /> discussions are between the city and the hauler(s) . Providing the hauler(s) <br /> agree to implement a separate collection, an individual would have to <br /> monitor the compost site during the collection period (i.e. 8:00 a.m. to <br /> 1:00 p.m. five days per week from October 24 through November 4, 1983) to <br /> insure no illegal dumping and collect data. The County will provide funding <br /> ($168) enabling the city to hire an adult for this task. <br /> Option B <br /> If the haulers refuse to participate in a separate collection, the alternative <br /> is to encourage residents to drop off their leaves (bags not allowed) at the <br /> site from mid October to mid November. The site will open to the public on <br /> Saturday, October 22 and close on Sunday, November 13. This drop off option <br /> requires that an individual monitor the site. Staff anticipates that an <br /> individual will be at the site during the weekends (Saturday, 10:00 a.m. <br /> to 6:00 p.m. ; Sunday, 12:00 p.m. to 5:00 p.m. ; and one weekday afternoon, <br /> 3:00 p.m. to 7:00 p.m.) . The County will provide funding ($215) enabling <br /> • the city to hire an adult to monitor the site for 64 hours. <br /> Program Publicity <br /> Y <br /> Regardless' of how the leaves are collected, a flyer describing the project <br /> can be developed, printed, and mailed along with the city's regular water <br /> billing. The flyer serves to inform people about the project. Depending <br /> on the collection method, it instructs them how to prepare their leaves <br /> and states when they will be collected or specifies when they can drop off <br /> their leaves at the site. <br /> It is the city's responsibility to mail the flyers to their residents. County <br /> staff will assist the city contact person in developing the flyer. The County <br /> will fund printing costs for the flyer up to $250. Concurrent to the mailing <br /> of the flyers, at least one article should appear in local paper(s) <br /> describing and publicizing the project. Other methods of publicity for <br /> the program should be explored by the city contact person, for example a <br /> city newsletter. <br /> Compost Operation <br /> The County will manage the composting process. It will provide equipment and <br /> operators to construct the initial windrow(s), water the windrow(s), and <br /> mechanically turn the windrow(s) three times during a year. County staff will <br /> monitor the windrow temperatures twice a month, collecting temperature data, <br /> which reflects the efficiency of the composting process. <br /> 111, <br />
