/— <br /> Memorandum to Solid Waste <br /> • Advisory Council Members <br /> Page 7 <br /> March 17, 1983 <br /> 111/1 <br /> Organize/Manage Leaf Collection <br /> Staff will meet with each community organizer and discuss all aspects of <br /> the proposed project with them. County staff believe that leaves will <br /> be collected either by a hauler in packer trucks or they will be dropped <br /> off at a site by residents. <br /> Option A <br /> Staff will ask the community organizers if they know of any predominent <br /> hauler or haulers who collect in their area. If the community organizers <br /> are aware of these individuals, staff prefer that the planning districts <br /> contact the haulers and discuss the possibility of conducting a separate <br /> collection for leaves. <br /> Haulers could provide a free collection service or charge a small fee per <br /> bag to their customers during the leaf collection. The haulers would not <br /> pay a tipping fee and would be required to empty each bag of leaves into <br /> the truck and collect data requested by the planning district. Providing <br /> the hauler(s) agree to implement a separate collection, au individual <br /> would have to monitor the site during the collection period (i.e. 8:00 <br /> a.m. to 1:00 p.m. 5 days per week from October 24 through November 4 , 1983) <br /> to insure no illegal dumping and collect data. The County will provide <br /> 111/1 funding ($168) enabling the City to hire an adult for this task. <br /> Option B <br /> If a separate leaf collection can not be arranged, the alternative is to <br /> encourage residents to drop off their leaves (bags not allowed) at the <br /> site from mid October to mid November. The site will open to the public <br /> on Saturday, October 22 and close on Sunday, November 13. This drop off <br /> option requires that an individual monitor the site. Staff anticipates <br /> that an individual will be at the site during the weekends (Saturday, <br /> 10:00 a.m. to 6:00 p.m. ; Sunday, 12:00 p.m. to 5:00 p.m.; and one weekday <br /> afternoon, 3:00 p.m. to 7:00 p.m.) . The County will provide funding ($215) <br /> enabling the planning district to hire an adult to monitor the site for <br /> 64 hours. <br /> Program Publicity <br /> Regardless of how the leaves are collected, a flyer describing the project <br /> can be developed, printed, and distributed to all the households in <br /> the planning district. The planning district will be responsible foi handing <br /> out the flyers. The County will provide each planning district up to <br /> $75 to pay for distributing the flyers. The County will also fund printing <br /> costs for the flyer up to $250. <br /> Even though the flyer would be the primary educational tool, staff will <br /> 111/1 encourage the community organizers to publicize the project -in their local <br /> newsletters. Other publicity methods suggested by community organizers <br /> could also be implemented. The flyer serves to inform people about the project. <br />
