This estimate is <br /> based on data from the 1982 New Brighton and White Bear Lake compost sites. <br /> It will cost the County approximately $1,305 to turn the fall 1983 windrow <br /> three additional times during 1984 . Therefore, the total estimated 12 <br /> month processing cost per site is $1,845. It is important to realize that <br /> $1,305 would be 1984 money. <br /> End Use of the Compost <br /> From a consumer demand point of view, it is important that the final appearance <br /> of the leaf compost resemble soil. The compost should be uniform in particle <br /> size and thoroughly decomposed. <br /> There are a variety of target end-users which would be interested in using <br /> the compost: general public, government, nurseries , cemeteries, and schools. <br /> Each city can decide to either give the compost away or charge a small fee <br /> for it. It is very important that the city provide an article or a news <br /> release to local papers informing residents that the compost material is <br /> ready to be used . County staff can assist the city in writing an article <br /> or news release. <br /> 11111 Planning District Leaf Composting Program <br /> Site Location <br /> County staff has tentatively selected four Planning Districts, 1, 3, 5, and <br /> 11 to develop composting sites. This decision is based on the fact that <br /> two existing compost sites (District 12 and 16) serve the western portion <br /> of the City while three of the proposed areas (1, 3, and 5) would serve <br /> the eastern portion of the City. An Environmental Planner from the Metropo- <br /> litan Council, who lives in district 11, has informed staff of their possible <br /> interest in the program. A site in district 11 would serve the western <br /> portion of the City. <br /> St. Paul Public Works site in district 16 will have to be relocated due <br /> to the construction of I-35E. Staff will contact the Community Organizers <br /> in the southwestern portion of the City and select one new site to replace <br /> the site in district 16. St. Paul Public Works will continue to manage <br /> the new site in the future. <br /> The planning districts will have to decide on the actual location of each <br /> site. County staff intend on working with St. Paul staff to coordinate <br /> the planning district programs. <br /> Site Preparation <br /> Each planning district is responsible for grading and levelling the compost <br /> 111/1 <br /> site and access road. The County will provide funding for a gate to control <br /> illegal access to the site estimated to cost $400. The County will also provide <br /> funding for a sign estimated at $61. <br />
