• MEMO TO: Mounds View Parks and Recreation Commission <br /> FROM: Staff <br /> DATE: April 27 , 1983 <br /> RE: Ramsey County League Composting Program <br /> As you can remember , staff reviewed the proposal of developing a <br /> leaf composting program on a citywide basis at the regularly <br /> scheduled February Park Commission meeting . Enclosed is a <br /> proposal from Ramsey County that requests that the City establish <br /> a central leaf composting program in conjunction with the Ramsey <br /> County solid waste program. As can be noted in the enclosed <br /> proposal , Ramsey County would propose to establish a gate around <br /> the entire site , sign the area and hire an individual to monitor <br /> the site when it is open . In addition , they will provide <br /> publicity and fund raising costs up to $250 . 00 to get the project <br /> off the ground. The county will also will incur all costs <br /> associated with construction , watering and periodically turning <br /> the leaf wind row and county staff will be available for any <br /> future consultation . <br /> Staff would recommend that the City become involved with Ramsey <br /> County solid waste program and that the preliminary site be <br /> • designated as Ardan Park on the corner of Ardan Avenue and Long <br /> Lake Road . Staff feels that this particular site is best suited <br /> for the composting program as it does not have a large number of <br /> adjacent home owners and could easily be fenced off to meet the <br /> proposed county fencing needs. <br /> Staff would like to have some direction from the Commission as to <br /> whether or not they feel this would be a feasible approach to the <br /> leaf composting problems within the City of Mounds View. <br /> Should you have any questions regarding the proposed staff <br /> memorandum from Ramsey County or staff ' s recommendation on this <br /> issue , feel free to contact myself directly at 784-3055 , ext. <br /> #41 . <br /> BKA/sll <br /> 1111 <br />
