The neighborhood park planning council would take on <br /> annual community park projects such as supervising <br /> • the winter warming houses , maintaining or assisting <br /> in the maintenance of a neighborhood park site, helping <br /> to construct new equipment or establish one fund raiser <br /> to help their respective neighborhood park . <br /> E . The neighborhood park planning council would review any <br /> park development plans within their respective park <br /> planning area prior to approval by the Park Commission <br /> and/or City Council. <br /> II . Recruitmen and Placement Staff would envision that recruitment <br /> will be the most difficult phase in establishing the neighbor- <br /> hood park planning councils . We would envision that the Park <br /> Commission would play an active role in recruitment and placement <br /> of residents from their respective neighborhoods . Possible <br /> methods that staff could provide assistance in recruitment might <br /> be through neighborhood block party, surveys, local volunteer <br /> coaches , community meetings , or any related recreational or <br /> social activity that could be conducted at their respective <br /> neighborhood park . Once a list of names have been compiled, <br /> we would need to select one person who could spearhead the <br /> effort and become the coordinator for their respective park <br /> neighborhood council. The staff also feels that the residents <br /> from the Groveland Park Foundation could be of great assistance <br /> in the area of recruitment and placement as they have already <br /> • been through this initial planning process . <br /> Additional recruitment methods would include; newspaper <br /> articles , Public Service Announcements , speaking engagements , <br /> direct mailings to groups or individuals , placement offices <br /> at volunteer fair, etc . <br /> III . Orientation One must remember that each volunteer will in <br /> fact be a representative of the Park and Recreation Department <br /> and the Park and Recreation Commission . Orientation of the <br /> park planning councilmembers would be the responsibility of our <br /> department and would include the following: <br /> 1 . Information about our department and how it functions . <br /> 2 . Information on our general purpose, objective and philosophy <br /> of our department . <br /> 3 . A clear explanation of the volunteers and park planning ' s <br /> obligation to the department; the role, the relationship, etc. <br /> 4 . Information as to how the particular neighborhood park <br /> council fits into the overall function of the agency . <br /> 5 . A detailed listing of what would be available as far as <br /> the support services from staff including but not limited <br /> to supplies , phones , clerical work, etc. <br /> 410 <br />
