MEMO TO: Mounds View Parks and Recreation Commission
• FROM: Staff
DATE : November 2 , 1982
RE : Park Dedication Ordinance
As you will remember, staff presented a verbal report regarding
the City Planning Commission recommendation of increasing the
maximum dedication per acre of the undeveloped land in this
city from a dollar amount to a flat ten percent. The Park
Commission after a brief review adopted the Planning Commission
recommendation and this recommendation was forwarded onto to
the Planning Commission for their final adoption .
After reviewing their initial recommendation, the Planning
Commission determined that the ten percent dedication would be
too exorbitant on a single and duplex lot amounting to as much
as $3 ,000 for a large duplex lot. Consequently it was referred
back to staff for additional review and staff did additional
• research on the issue and provided a recommendation back to
the Planning Commission of which I have included a copy for
your review.
As can be noted by the revised recommendation by staff, we have
scaled down the maximum dedication to reflect a sliding scale
ranging from a 3% to a high of 10% based on the density of the
property . In addition, staff requested that the sub-divider
receive credit for an existing single family unit should they
desire to split an existing lot rather then paying full allotment.
Staff ' s recommendation is based on the reviewal of a number of
surrounding metropolitan agencies and closely matches that of the
City of Shoreview' s current park dedication ordinance of which
I have included a copy.
This issue will be going before the Planning Commission and City
Council for their final review during the coming two weeks and
staff would once again like to review this issue with the Park
Commission and receive some type of endorsement or reaction for
the City Council to work on . Should you have any questions regard-
ing staff ' s recommendation on this issue , feel free to contact me
directly at extension # 41.
