-2- <br /> IOW <br /> The major reason that we have employed these firms to assist us with <br /> recreation programs is that they have a high quality program with <br /> excellent instructors and are able to provide us with services at <br /> the same price if not less than the going hourly rate that we would <br /> be able to employ instructors for ourselves. <br /> To assist with the hiring of outside firms , staff would recommend <br /> the following policies be adopted for outside agencies contracting <br /> to provide recreation programs within our department: <br /> 1 . No firm would be allowed to sell any related items without <br /> prior permission of the Parks , Recreation and Forestry <br /> Director. <br /> 2. All promotional material for the program has to be cleared <br /> through our office to insure that the publicity promotes <br /> our agency rather than the company per se. <br /> 3. We would set the class minimums and maximums that would <br /> be allowed to register for the program. • <br /> 4. All registrations have to go through our office rather <br /> than through their particular agency. <br /> 5. All instructors would be interviewed first by our depart- <br /> ment to insure that our high quality standards for instructors <br /> is continually maintained. <br /> 6. The firm would be responsible for liability insurance <br /> as well as Workman' s Compensation. <br /> 7. We would establish an hourly or a per session rate for all <br /> contract hirings rather than a flat rate of reimbursement <br /> per student registered, which would insure us a set dollar <br /> amount to work from. <br /> 8. We would establish a minimum markup from the program costs <br /> that they forward to us of 20% per program which would be <br /> allocated back into the Recreation Activity Fund. <br /> 9. We would receive time sheets outlining all the hours that <br /> their instructors worked regarding that particular program. <br /> 10. We would require them to wear Mounds View staff shirts for <br /> all activities that ' ere coordinated under our jurisdiction. <br />
