/9 <br /> 0 MEMO TO: MAYOR AND CITY COUN ' L/ <br /> E'ROM: CLERK-ADMINISTRAT10 <br /> DATE : APRIL 10 , 1985 <br /> SUBJECT: PUBLIC WORKS/PARKS MAINTENANCE REORGANIZATION <br /> As you may know, the Parks Maintenance function of the <br /> City ' s Public Works Department was separated from that <br /> department and , along with two maintenance personnel , <br /> assigned to the Parks, Recreation and Forestry. Depart- <br /> ment for a twelve month trial period . This reorganiza- <br /> tion was undertaken for the following reasons : <br /> 1 . As far back as memory and City records go, <br /> the City ' s Parks Directors have voiced <br /> dissatisfaction with the City ' s Parks <br /> Maintenance function of not being under their <br /> direct control as they did not feel Parks <br /> Maintenance had an appropriately high enough <br /> priority in relationship to other Public <br /> Works activities. Also, the Parks Directors <br /> 111 objected to being responsible for budgeting <br /> for Parks Maintenance and yet having no <br /> control over the actual work. <br /> 2. Due to a certain amount of instability in the <br /> leadership of the Public Works Department at <br /> the time, it seemed appropriate to lessen the <br /> negative impact resulting from that situation <br /> by limiting the burden on the new leadership <br /> thus allowing for a concentration of effort. <br /> The stipulated twelve-month trial period has expired and I <br /> have reviewed the situation with both Parks and Recreation <br /> Director Anderson and Public Works/Community Development <br /> Director Thatcher. It was their individual recommendation , <br /> with which I concur , Parks Maintenance responsibilities he <br /> returned to the Public Works Department, not as a result of <br /> the failure of the current arrangement, but in the best <br /> interest of the organization as a whole. <br /> We feel that at this time the City ' s organizational <br /> structure is such that we are more productive when combining <br /> specialized in tasks than <br /> when individuals are too in <br /> their functions and that a continued decentralization of <br /> Public Works and Parks Maintenance functions would be <br /> • detrimental to the efficient scheduling and use of man- <br /> power and equipment. <br />
