Staff stated that <br /> • dram shop insurance would be required for all <br /> sale of alcohol . Commissioner Weflen stated <br /> that he felt softball tournaments were a <br /> legitimate recreation form and that the sale <br /> of beer should be allowed at weekend tourna- <br /> ments. The Commission generally concurred <br /> that some type of permit system should be <br /> developed for the sale of alcohol and that <br /> they would support beer drinking moderately <br /> in the City Parks. <br /> A motion was made by Commissioner Silvis , <br /> seconded by Commissioner Long to allow the <br /> sale of alcohol in parks through a permit <br /> system that would be developed by staff to <br /> allow community organizations to sell beer <br /> within the City' s park system. The motion <br /> further stated that the staff draft an ordi- <br /> nance to replace Chapter 52. 03 which would <br /> state that beer could be consumed in the <br /> parks based on the Mounds View Police Depart- <br /> ment' s support of this issue . <br /> The motion passed unanimously 5 ayes , 0 <br /> nayes. <br /> • <br /> APPROVAL OF MINUTES A motion was made by Commissioner Bowman , <br /> seconded by Commissioner Long to approve the <br /> October 24 , 1984 ; December 5 , 1984 ; January <br /> 3 , 1985 ; January 31 , 1985 ; and March 13 , 1985 <br /> Park and Recreation Commission meeting <br /> minutes as presented . The motion passed <br /> unanimously 5 ayes , 0 nayes. <br /> REVIEW OF THE 1985 <br /> ANNUAL REPORT Staff distributed copies of the 1985 Parks <br /> and Recreation Department Annual Report and <br /> indicated that this item would be reviewed at <br /> a future meeting . Staff requested that each <br /> of the Commissioners review the annual report <br /> and respond to any questions or concerns they <br /> may have at the April Commission Meeting . <br /> DISCUSSION ON TASK <br /> FORCE FOR PARK FUNDING <br /> ALTERNATIVES Staff reviewed a memorandum outlining the <br /> development of a task force for park funding <br /> alternatives . The Commission reviewed the <br /> item and stated that they would like to have <br /> staff to develop more specific criteria as to <br /> • what the task force might accomplish, time <br /> frames , and who would be appointed to the <br /> task force . The Commission asked that this <br /> item be reviewed at the April Commission <br /> Meeting . <br />
