Staff further indicated <br /> that they felt this was a priority project so <br /> • that we can do some press releases as well as <br /> contact Honeywell , Inc . indicating the suc- <br /> cess of the Neighborhood Park Planning Fund <br /> so that additional monies might be solicited . <br /> Groveland Park Foundation President , Ron <br /> Schmidt , and Maribeth Margo , Board Member , <br /> were in attendance at the meeting and indi- <br /> cated that the Board had already done some <br /> initial research and were prepared to make a <br /> decision within the next six weeks. Follow- <br /> ing general Commission discussion , a motion <br /> was made by Commissioner Letendre , seconded <br /> by Commissioner Weflen , to approve a second <br /> long term park planning grant in the amount <br /> of $2 , 500 based on the financing as outlined <br /> by staff . <br /> Motion passed unanimously 5 ayes , 0 Hayes. <br /> DISCUSSION ON REVAMPING <br /> ORDINANCE 52. 03 Staff reviewed a request from Jan Quick , <br /> Chairperson of the Mounds View Festivities <br /> Commission outlining their request to have <br /> the Commission review Chapter 52 .03 of the <br /> City Code regarding use of intoxicating bev- <br /> erages in the City Parks . Staff stated that <br /> the current policy bans all alcoholic bever- <br /> ages in the City park system and that the <br /> ordinance had been adopted by the City Coun- <br /> cil , overriding the Commissionsoriginal posi- <br /> tion of allowing alcohol at CityHall and Sil- <br /> ver View Parks. <br /> Staff stated that drinking in the parks did <br /> exist on a minimal basis following adult <br /> softball games and had not posed a problem in <br /> the past. Representatives from the Festivi- <br /> ties Commission were in attendance andthey <br /> indicated that they had not made a definite <br /> decision whether to have alcohol sales at the <br /> Festival , but it was being reviewed at this <br /> time . <br /> A great deal of discussion followed with <br /> Vice-chairperson Silvis questioning if the <br /> Council should address this issue directly <br /> without a recommendation by the Commission . <br /> The Commission felt strongly that they should <br /> have imput and provide a specific recommenda- <br /> tion to the Council on this issue . Commis- <br /> sioner Bowman stated that she was in support <br /> of modifying the existing ordinance based on <br /> our past experience , and the Police Depart- <br /> ment' s position that there were other ordin- <br /> ances that could be enforced should a problem <br /> develop. <br />
