MEMO TO: Mounds View Parks and Recreation Commission <br /> 111/1 FROM: Bruce K. Anderson, Director <br /> Parks, Recreation and Forestry <br /> DATE: April 24, 1985 <br /> RE: Greenfield Park Bid Opening <br /> Attached is a staff memorandum that was forwarded to the Mounds View City <br /> Council at their April 22, 1985 meeting. As can be noted, Midwest Asphalt was <br /> awarded the low bid in the amount of $123,500. Staff feels this is a very <br /> favorable bid based on our budget of $180,000 as well as the projected engin- <br /> eers costs of $145,000. It should be noted that this bid also includes the <br /> tennis court bang board and basketball court addition. <br /> There are three items that staff would like to have the Commission address; <br /> the first being the bridge design for Greenfield Park. I have submitted three <br /> potential bridge examples; two of them would be constructed inhouse by the <br /> Twin City Tree Trust and the third would be a pre-fab bridge to be purchased <br /> and installed by a private contractor. Cost estimates for the bridges range <br /> from a low of $4,000 per bridge from the Twin City Tree Trust to a high of <br /> $15,000 from the pre-built manufacturer. We will be needing three bridges, <br /> and staff is meeting with the Rice Creek Water District staff on Thursday, <br /> April 25 to solicit their opinion as to which bridge structure would best meet <br /> their needs. <br /> The second item is additional playground equipment for Greenfield Park. We <br /> 1110 <br /> have pulled out the playground equipment at Greenfield Park and staff would <br /> propose that the old equipment from Greenfield Park not be reinstalled. Staff <br /> feels that with the addition of the new phase I development of Greenfield <br /> Park, a new creative play environment would best serve this respective area. <br /> There are two choices staff envisions with the playground equipment; it could <br /> be re-installed at Silver View Park, or secondly, be re-installed at Green- <br /> field Park. In either case, the equipment would need some additional paint <br /> and fiberglass work as well as minor repair before installation is completed. <br /> The third item the Commission needs to resolve is that there appears that <br /> there will be an additional $15,000 - $20,000 in the Greenfield Park budget <br /> for additional projects at Greenfield Park. Possible projects would include <br /> completion of the second trail loop around Greenfield Park, upgrading the <br /> baseball field to include dugouts, warning track, and possible lighting of the <br /> baseball field. We could also purchase additional site amenities including <br /> picnic tables, drinking fountains, trash barrels and spectator benches. <br /> I have spoken with the state agency officials and they would prefer that we <br /> add an addendum to the park site to utilize the $180,000 grant monies. <br /> Staff's first recommendation would be to purchase new playground equipment <br /> and/or a picnic shelter, but unfortunately, both items are not fundable under <br /> State grants.
