/ /
, I /// r r
MEMO TO: Mounds View City C -unc. 1
FROM: Bruce K. Anderson p, e .or.
.s
Parks, Recreation Fo
DATE: April 18, 1985
RE: Greenfield Park Bid Opening
Staff held a hid opening on Wednesday morning, April 17, 1985 for Phase I included the followingcon-
structiondevelop-
of Greenfield Park. The bid opening
l 9
ment projects:
1. Approximately 4,230 linear feet of bituminous and limestone trail con-
struction.
2. Relocation of the existing baseball field including fencing and backstop.
3. Bituminous entrance road and parking lot.
4. Twin tennis courts.
5. Storm sewer extension.
6. Culvert installation.
7. Tennis court lighting.
There were fifteen sets of plans that were picked up by major contractors and
sub-contractors during the past three weeks. At the formal hid opening, four
•
firms submitted bid proposals. Each of the four firms that submitted bid pro-
posals acknowledged the hid addendum and included a bid bond as outlined in
the original hid specifications. The hid proposals ranged from a low of
$123,500 to a high of $196,232.25.
The low bid was suhnitted by Midwest Asphalt Company which is the same firm
that submitted the low bid for the MSA street construction projects. In addi-
tion to the low bid price, staff has reviewed the scheduled unit prices and
compared them to the other three bid firms. They are comparable in unit price
costs, with no one major unit cost priced at an exorbitant rate to cause con-
cern. As a matter of fact, the hid price of $1.25 for the polypropylene con-
struction fabric per square yard was the lowest of the four firms and will
probably be one of the major items that staff will be recommending as a poss-
ible contract ammendment.
Total budget for the Greenfield Park Project is S180,000 of which we have
allocated approximately 518,500 to the firm of Barton-Aschman the engineering
consulting fees. This places the low bid estimate approximately $40,000 below
total project cost.
Staff would recommend that the low hid of $123,500 be awarded to Midwest
Asphalt Co. and we will be reviewing potential alternatives as to what addi-
tional projects might be included to complete Phase I. Staff has been in con-
tact with State L.A.W.C.O.N. officials and they have indicated strong support
to an addendum to the contract to ensure that the dollars are utilized for
projects at Greenfield Park. Staff feels a favorable bid from Midwest Asphalt
111/1
can be directly tied in with the low bid that was received for the MSA street
project which will reduce the mobilization costs as well as allow them to work
on both projects simultaneously.
RECOMMENDATI(NJ: To award the low hid of $123,500 to Midwest Asphalt Company
for Phase I Development of Greenfield Park.
BKA/s11
Attachment
