- 3 - <br />Park Plannin Council No. 2- This would include Hillview, Greenfield <br />,�� an O� wo Parka w t t�e boundaries being the city's border on the <br />� north and eaet side, Greenwood Drive on the west and County Road I <br />on the south. <br />Park Plannin Council No. 3- This would include City Hall Park, <br />P newo Elementary Sehool and Lambert Park with the boundaries <br />being the city boundariea on the east, County Road I on the north, <br />Long Lake Road on the west and 13i9hway 10 on the south. <br />Park Plannin Council No. 4- This would include Silver View Park <br />an Lakeei e Park with the border on the northeast side being <br />Highway 10, County Road H2 on the south and the city boundary on <br />the weat. <br />Park Plannin Council No. 5- would include Edgewood Park, Woodcrest <br />Park, Ran om Park an Rnollwood Park with boundaries of County Aoad H2 <br />on the north, Highway 10 on the east, County Road H on the south and <br />the city boundary on the west. <br />Hefore we consider the specific elements of a volunteer program, <br />staff feels that some time should be spent considering organization <br />and use of such planning councils. Probably the most improtant <br />item that needs to be kept in mind is that all volunteers are <br />people fitst with basic rights and responsibilities relating to <br />their specific work projects. To chat end, volunteers not only <br />should, but must have the opportunity to say no or request changes <br />in the system. It is imperative from staff's perspective that if <br />we do qet into a full volunteer program such as expanding the volunteer <br />park councils, that the Park Commission, staff and City Council be <br />willing to respect their opinions and positions on issues. <br />There are seven basic elements that are required in organizing a <br />volunteer program: <br />1. Preparation and planning. <br />2. ReCruitment and placement. <br />3. Orientation. <br />4. Traininq and Supervision. <br />5. Record keeping <br />6. Recognition <br />7. Program evaluation. <br />Pre aration and lannin Pr_or to our initiating any further <br />wor on t e ne g or ood park councils, we as a Park Commiasion, <br />need to thoraughly outline the program objectivas of our neigh- <br />borhood park councils. Staff would envision the following <br />objectives to be accomplished by neighborhood park councils: <br />�` . A.
