• MINUTES OF THE PROCEEDINGS OF THE PARKS AND RECREATION COMMISSION CITY OF MOUNDS VIEW • COUNTY OF RAMSEY STATE OF MINNESOTA September 27 , 1984 Mounds View City Hall Council Chambers 6 : 30 p.m. CALL TO ORDER The meeting was called to order at 6: 33 p.m. by Chairperson Burmeister . ROLL CALL Commissioners present: Commissioners Weflen , Bowman , Silvis , Letendre , Long and Chairper- son Burmeister . Commissioners absent: Commissioner Wermager . Councilmembers absent: Councilmember Doty. Staff present : Parks and Recreation Director Anderson . APPROVAL OF MINUTES A motion was made by Commissioner Silvis, 4111 seconded by Commissioner Weflen to approve the minutes of the August 23 , 1984 Parks and Recreation meeting as presented . Motion pas- sed unanimously. 6 ayes, 0 nayes CHAIRMAN' S REPORT Chairman Burmeister questioned whether or not the trail development at Silver View Park had been built completely on City park property. Staff responded that the trail had been loca- ted on Kraus-Anderson property at some points points and that an informal agreement had been reached with Kraus-Anderson acknowledg- ing that the trail system might extend onto their property. Staff further indicated that no permanent improvements had been placed on the Kraus-Anderson property and that only low cost or minimal improvements would be located outside the park perimeter . Commissioner Burmeister stated that he had observed van- dalism at Silver View Park , including the burning of a picnic table , damage to some trees, as well as two trash recepticle . Staff indicated that vandalism had increased at Silver View Park , as the pond/picnic area 1111 appears to be a popular for young people to congregate during the summer months. Staff further indicated that this has been reported to the police department and patrols have been increased.
