• MINUTES OF THE PROCEEDINGS OF THE <br /> PARKS AND RECREATION COMMISSION <br /> CITY OF MOUNDS VIEW <br /> • COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> September 27 , 1984 <br /> Mounds View City Hall <br /> Council Chambers <br /> 6 : 30 p.m. <br /> CALL TO ORDER The meeting was called to order at 6: 33 p.m. <br /> by Chairperson Burmeister . <br /> ROLL CALL Commissioners present: Commissioners Weflen , <br /> Bowman , Silvis , Letendre , Long and Chairper- <br /> son Burmeister . <br /> Commissioners absent: Commissioner Wermager . <br /> Councilmembers absent: Councilmember Doty. <br /> Staff present : Parks and Recreation Director <br /> Anderson . <br /> APPROVAL OF MINUTES A motion was made by Commissioner Silvis, <br /> 4111 seconded by Commissioner Weflen to approve <br /> the minutes of the August 23 , 1984 Parks and <br /> Recreation meeting as presented . Motion pas- <br /> sed unanimously. <br /> 6 ayes, 0 nayes <br /> CHAIRMAN' S REPORT Chairman Burmeister questioned whether or not <br /> the trail development at Silver View Park had <br /> been built completely on City park property. <br /> Staff responded that the trail had been loca- <br /> ted on Kraus-Anderson property at some points <br /> points and that an informal agreement had <br /> been reached with Kraus-Anderson acknowledg- <br /> ing that the trail system might extend onto <br /> their property. Staff further indicated that <br /> no permanent improvements had been placed on <br /> the Kraus-Anderson property and that only low <br /> cost or minimal improvements would be located <br /> outside the park perimeter . Commissioner <br /> Burmeister stated that he had observed van- <br /> dalism at Silver View Park , including the <br /> burning of a picnic table , damage to some <br /> trees, as well as two trash recepticle . <br /> Staff indicated that vandalism had increased <br /> at Silver View Park , as the pond/picnic area <br /> 1111 appears to be a popular for young people to <br /> congregate during the summer months. Staff <br /> further indicated that this has been reported <br /> to the police department and patrols have <br /> been increased. <br />
