-2- .OUNCILMEMBER' S REPORT There was no formal Councilmember' s report as Councilmember Doty had called requesting to be excused from the meeting . Staff did review the capital improvements approved by the City Council , and stated their pleasure with the positive support the City Council has provided. RANDOM PARK FENCING Staff reviewed the staff memorandum outlining the actions taken to date with the abutting property owners of Random Park. Staff met with five neighborhood residents on Tuesday, September 4 to review their concerns follow- ing the installation of the new playground equipment. The neighbors were unanimously and quite adamently in agreement that the only solution to the problems of trespassing , noise and general disruption , as well as future vandalism, would be to install a 5 foot fence from Ridge Lane northward tying into the existing 4 foot fence . Staff recom- mended that the Commission take a "wait and see" attitude regarding the fencing of Random Park, and provide a major planting and berm- ing program to serve as a sound barrier. • Mr. Shah, 5238 Long Lake Road, was in atten- dance at the meeting , and indicated his sup- port of staff ' s position stating that the young people needed an opportunity to play and that he did not feel the new playground apparatus wasva detriment to the neighbor- hood. He further went on to say that he com- mended the Park Commission for improving the park and felt that it had increased the value of his property. The Park Commission review- ed their existing fencing policy, and felt that it was concurrent with staff ' s recommen- dation . Following a general discussion of the issue , a motion was made by Commissioner Bowman , seconded by Commissioner Weflen to provide berming and planting on the eastside of Random as per staff' s recommendation . The motion was adopted unanimously. 6 ayes, 0 nayes The Commission further stated that the issue should be reviewed again in 6 months. •
