3-•RE -3- <br /> 1111 REENFIELD <br /> ENFIELD PARK GRANT Staff reviewed a memorandum indicating that <br /> the City had received a grant in the amount <br /> of $175 ,000 . 00 which needed to be matched by <br /> the City of Mounds View on a 50o basis or <br /> $87 , 500 .00 . Staff reviewed a number of op- <br /> tions as to how the 50% match could be fund- <br /> ed; including Storm Water Management Fund , <br /> interest from Special Projects Fund , and cap- <br /> ital reserves. As no formal action was <br /> required on this issue , the Commission accep- <br /> ted staff' s report and directed them to pro- <br /> ceed with the final grant application . <br /> COMPOST AND RECYCLING Staff reviewed a memorandum outlining the <br /> PROGRAM composting program that was scheduled to open <br /> on October 17 and run for 4 weeks through the <br /> November 11. Staff indicated that some <br /> improvements were made to the program in 1984 <br /> including expansion of the fenced in area as <br /> well as constructing a class 5 roadway and <br /> second gate through the park site . <br /> Staff then discussed with the Commission the <br /> feasibility of expanding the composting site <br /> to include a recycling program. Staff stated <br /> III <br /> that they had contacted Recycling Unlimited <br /> regarding the placement of barrels for glass, <br /> aluminum cans and newspaper at the site , and <br /> they indicated they would be willing to do <br /> so . The Commission discussed the issue of <br /> expanding the composting site into a recyc- <br /> ling center , and felt that there were ade- <br /> quate means available for recycling within <br /> the City through the Mounds View Square and <br /> drop sites . A motion was made by Commission- <br /> er Bowman , seconded by Commissioner Silvis to <br /> forward any further review of expanding the <br /> recycling program to the City' s Energy Com- <br /> mission . Motion passed unanimously. <br /> 6 ayes, 0 nayes <br /> FALL RECREATION Staff reviewed a memorandum outlining the <br /> PROGRAM UPDATE fall recreation programs and highlighted the <br /> new programs available . As no formal action <br /> was required on this issue , the Commission <br /> accepted staff' s report as presented. <br /> • <br />
