• MEMO TO: Mounds Vie Parks and Recreation Commissioners <br /> FROM: Staff <br /> jya <br /> DATE: August 22 , 1984 <br /> RE: Playground equipment update <br /> The playground equipment has been installed at Lambert Park as <br /> staff indicated at the July Commission Meeting and we are in the <br /> process of bringing in additional sand to Lambert as well as <br /> designing an outside perimeter area. In addition , staff was <br /> unable to salvage the old playground equipment from Lambert Park <br /> and we had it hauled to a sanitary landfill as it had rotted and <br /> was not usable at Silver View Park as initially planned. <br /> The Random Park tot lot has been installed basically completed <br /> with finishing touches scheduled for this week. Although Random <br /> Park has only been completed for one week, we have received two <br /> phone calls from irate neighbors complaining of the increased <br /> noise and traffic through the adjacent back yards. Staff has <br /> forwarded each of the abutting property owners a letter ( see <br /> attached ) requesting their feelings on constructing a fence on <br /> the back edge of the property. It appears from preliminary dis- <br /> cussion with the residents that each of the property owners will <br /> S <br /> be supportive of constructing a fence enclosing Random Park. <br /> Staff has stopped by the Random Park site on two separate even- <br /> ings to monitor the noise levels as well as the traffic patterns <br /> through the area. It is very apparent that both noise patterns <br /> and traffic have increased in the neighborhood , which is partly <br /> due to the novelty and/or newness of the equipment. Staff has <br /> included a copy of the Park Commission ' s past policy on fencing <br /> and would appreciate your direction as to how you would like to <br /> proceed with this issue . <br /> Staff would recommend that a meeting be held with the abutting <br /> property owners to determine their final wishes and a formal <br /> recommendation by staff could be submitted for your review at the <br /> September Park and Recreaton Commission meeting. By that time , <br /> we should have a better feel for the specific noise levels and <br /> traffic patterns that have been established and the novelty of <br /> the equipment should be somewhat worn off . <br /> Should the Commission desire staff take any further action on <br /> this item, feel free to contact myself directly at 784-3055, ext. <br /> #41. <br /> BKA/sll <br /> Attachment <br />
