r <br /> MSP (Haake/Silvis) that the Mounds View Parks and Recreation <br /> Commission recommends that the Mounds View City Council ask <br /> 411111 comment and review from the Mounds View Planning Commission <br /> and to direct the City staff to begin negotiations with Kraus- <br /> Anderson to exchange or swap the City' s 16.9 acres of park <br /> land in the southwest corner of the Minar/Kraus-Anderson/Engelsma <br /> property for 16.9 acres located in approximately the northwest <br /> corner of said property in addition to two more park land <br /> acquisitions to be immediately adjacent to the northwest corner <br /> as follows: <br /> (1 ) 10% land dedication through the Park and Recreation Fund <br /> at the time of subdivision. <br /> (2) Purchase as many acres as possible with the $136,800 LAWCON <br /> Grant. If said acquisition cannot be consumated, then we <br /> recommend the first and second edition as stated above be <br /> applied to the southwest corner as originally planned. <br /> We also recommend that whichever site is chosen, that the City <br /> acquire trail corridor easements through the entire Minar/ <br /> Kraus-Anderson/Engelsma property for access to Silver View Park <br /> from County Road H-2, County Road I, Silver Lake Road and <br /> Long Lake Road, plus an 8-foot easement be provided by Kraus- <br /> Anderson around the proposed Oak Lake. We also support the <br /> Kraus-Anderson proposal for low to medium density housing as <br /> the major development concept for the property in question. <br /> 411111 Commissioner Haake then made a second motion as follows: <br /> MSP (Haake/Weflen) that the Parks and Recreation Commission <br /> recommend that the Planning Commission support and endorse <br /> previous action taken by the Parks Commission by making their <br /> own motion including the following two points : <br /> (1 ) Reiterating Parks and Recreation recommendations to <br /> the Mounds View City Council . <br /> (2) Define and delineate the recommended planning policy for <br /> the entire east side of Silver Lake Road from County Road I <br /> to County Road H-2 and for the southwest corner of the <br /> Minar/Kraus-Anderson/Engelsma property as the park is to be <br /> relocated to the northwest corner. <br /> The motion passed. 0 Nays <br /> 8 Ayes <br /> Park Fencing Park Director Anderson reviewed the staff report as presented <br /> Policy to the Parks and Recreation Commission concerning the City' s <br /> policy in regards to fencing wet or potential water hazards. <br /> The fencing issue was raised by Council directive because of <br /> residents concerns for health and safety problems along Silver <br /> Lake Road abutting Woodcrest Park. Staff reviewed the Woodcrest <br /> Park site and recommended that fencing not be installed because <br /> of the cost and practicality of such a fence: Staff in turn <br /> 11111 recommended that some form of a planting barrier be installed <br /> to detract any toddlers from wandering into the ditch. <br />
