-2- <br /> 6. LAKESIDE PARK: The Lakeside Park Beach will be officially closed on <br /> Saturday, August 25 after a successful summer of operation. A complete <br /> aquatics report will be submitted for the Commission's review at the Sep- <br /> tember Parks and Recreation Commission meeting. <br /> 7. CITY COMPOSTING SITE: I would encourage each of the Park Commissioners to <br /> drive past Ardan Park to see the composting site and how we have cleaned <br /> the area up and extended the fence area. In addition to cleaning the site <br /> area up, we are in the process of installing a class 5 road through the <br /> center of the site as proposed by the Park Commission and staff feels this <br /> improvement will better facilitate traffic in the future. <br /> I have enclosed a copy of an article by Darby Nelson, Minnesota House of <br /> Representatives regarding landfill issues within the metropolitan area. <br /> The article is of major interest to the City of Mounds View as the new <br /> landfill abatement fund could provide future funding. I spoke with the <br /> Metropolitan Council Representative, Dan Krivat, and indicating our need <br /> for additional funding for not only our composting site but also to estab- <br /> lish a recycling program in Mounds View. He felt with our past success, <br /> we would be very high on the eligibility list once the funding program is <br /> established in 1985. Staff will keep the Commission apprised of the com- <br /> posting and recycling programs in the future. <br /> 111, 9. RECREATION PROGRAM ACTIVITIES: Staff has been working in conjunction with <br /> the City of Minnetonka and Hopkins in reviewing a metropolitan recreation <br /> survey in which we have included five tables for your review. Staff indi- <br /> cated at the July Commission meeting that there is a need to review our <br /> existing program fees and as can be seen in figure 7, we currently are <br /> ranked number one in fee supported recreation programs in the metropolitan <br /> area. Although some of these figures are somewhat misleading, as each <br /> municipality includes different data, it does point out that our fee <br /> structure currently needs to be evaluated in terms of how much more we can <br /> be charging for program services. The City of Minnetonka is currently <br /> reviewing specific program fees and we hope to have a detailed report of <br /> how our program fees stand in relationship to other municipalities at the <br /> September Commission meeting. <br /> 10. CLOSING OUT OF SILVER VIEW PARK FUND: The City Council adopted a resolu- <br /> tion dated July 9, 1984 authorizing the transfer of $2,634 from the park <br /> improvement fund to close out the Silver View Park fund. This resolution <br /> formally closes the Silver View Park grant fund and our total City expend- <br /> itures to date for Silver View as $57,750 based on preliminary estimates. <br /> A complete breakdown on the cost versus revenue for Silver View Park dur- <br /> ing the past two years will be presented to the Park Commission once we do <br /> a final audit. <br /> BKA/sll <br /> Attachments <br /> 111/1- <br />
