Commissioner Fedor then recommended the following motion: <br /> MSP (Fedor/Scott) to direct the City park maintenance staff <br /> to create a natural barrier with plantings along the drainage111/1 <br /> ditch along the northwest corner generally following the tot <br /> lot of Woodcrest Park and not to exceed $200 from the City <br /> Contingency Fund. The motion passed. 0 Nays <br /> 8 Ayes <br /> Staff further expanded on the need for the establishment of <br /> a general fencing policy and discussed a number of general <br /> policies that could be adopted. <br /> Following staff' s presentation, a motion was made by Chairman <br /> Burmeister as follows: <br /> MSP (Burmeister/Linke) that the Mounds View Park and Recreation <br /> Commission hereby adopts the following general policy statements <br /> to serve as guidelines for the establishment of future fencing <br /> in City parks: <br /> (1 ) Parks and public property are designed and established for <br /> the general use of all City residents and should be as <br /> barrier and handicapped free as possible to promote the <br /> maximum use of the facilities. <br /> (2) Wherever a arrier is required because of the health, <br /> safety and t,.<elfare of the Mounds View residents , the <br /> ® following guidelines should be adhered to: <br /> A. Staff would recommend that shrubbery, trees or other111/1 <br /> like foliage be used in place of man-made materials. <br /> B. Fencing in general detracts from the visual aesthetics <br /> of park property. <br /> C. Water area, when properly controlled and designed, is a <br /> welcome and integral aspect of the City's park system <br /> and should be encouraged and created whenever possible. <br /> It is not financially feasible nor plausible to fence <br /> each of the City' s water areas because of potential <br /> safety hazards. <br /> D. Wherever a potential water hazard should exist, the <br /> City shall place a warning sign near the area to <br /> enhance the citizen' s level of safety consciousness. <br /> E. Whenever man-made fences are to be installed, it <br /> should be of a wooden and/or earth-tone to blend <br /> into the environment as much as possible. <br /> F. Whenever fences are installed, proper access through <br /> the use of gates, fences overlapping and/or openings, <br /> shall be considered in the design process. <br /> The motion passed. 0 Nays <br /> • 8 Ayes <br /> • <br />
