One of the items in that <br /> resolution states that formal approval must be given by the City <br /> Council, after review by the Parks and Recreation Commission, if one <br /> wishes to have a temporary bird feeder on the park property. <br /> I would like to have the Commission review my proposal below, and <br /> present it to the City Council for approval, if your review finds my <br /> idea in keeping with the goals of the park system. <br /> For the past two years I have been feeding the migrating geese and ducks <br /> in my backyard, placing the feeders on park property. The feeders (two <br /> of them) are standard galvanized poultry feeders, roughly 10 inches each <br /> side at the base, and about 10 inches high. I fill these twice a day <br /> (morning and evening) with whole corn. During the heavy migration <br /> months (two in the spring, two in the fall) I ration out over 100 <br /> pounds of corn a week for the ducks and geese. As the population drops <br /> during the warmer months, and as food becomes more available in the <br /> pounds, I gradually reduce the corn supply. In addition to the two <br /> feeders, I also scatter corn in the park woods near the bog for the <br /> pheasants (counted 8 of them! ) during the winter. <br /> I'd sure like to continue to feed the geese and ducks where I do now. <br /> I'm not an expert on birds, but they seem to favor the natural point <br /> that exists behind our house. This juts out into the pond a short way, <br /> and perhaps gives them a secure perspective from which to feed. Even <br /> when the corn has been withdrawn for months, they still group on the <br /> park property at the point, which may say something about their <br /> instincts. Since they seem to enjoy that point, that is where I feed <br /> them. <br /> I <br />
