MEMO TO: Mayor and City Council <br /> FROM: Mary Saarion, Director <br /> Parks , Recreation and Forestry <br /> 4111 DATE: December 26, 1986 <br /> RE: Aquatics Supervisor Joint Powers Agreement <br /> The City of Mounds View received notification from the City of New <br /> Brighton requesting the dissolving of the joint powers agreement <br /> between the two cities for the Aquatics Supervisor position. It is <br /> the opinion of the City of New Brighton that the joint powers <br /> agreementwas notmeeting their needs . In particular, it was the <br /> opinion that Aquatics Supervisor Pete Rechtzigel was not providing <br /> adequate services to warrant the position. The contract ends as of <br /> December 31 , 1986 and it is requested that the joint powers agreement <br /> be dissolved. <br /> It is my opinion that the joint powers agreement did not work for <br /> several reasons . <br /> 1 . The position calls for the supervision of two beaches and two <br /> pool programs. Past practice in the City of Mounds view shows <br /> that one full-tame summer staff person was hired to operate the <br /> functions of Lakeside Park beach and Edgewood Community Center <br /> pool alone. The additional responsibilties of supervising a <br /> newly constructed regional park beach facility (Long Lake <br /> Regional Park beach) and the Highview School summer pool program <br /> is an unrealistic task. <br /> • 2 . Peter Rechtzigel was hired at the end of April, 1986 and was to <br /> be operating all four facilities by May 24, 1986. It is again an <br /> unrealistic expectation to have only one month to plan, organize, <br /> interview, hire staff, organize instruction curriculum, train <br /> staff, orientate staff with facilities , supervise beach <br /> preparations, advertise activities , etc. Most of these tasks are <br /> done January - April. Beach and pool staff are usually hired by <br /> February. To expect one to accomplish all these tasks in one <br /> month is unrealistic. <br /> 3 . Peter Rechtzigel supervised approximately 50 staff among the two <br /> cities, 20 Mounds View staff and 30 New Brighton staff. Each <br /> city had particular rules and regulations regarding pay scales , <br /> payment practices, school facility requirements, beach facility <br /> needs, etc. It is very difficult to supervise 50 staff even when <br /> everything remains the same. However, due to the requirements <br /> and practices of individual cities , the supervision and <br /> administration duties were difficult. <br /> 4 . It has been my experience in programming and supervising <br /> activities that summer is so busy and fast paced that all <br /> energies must be on the activities at: hand. It is not the time <br /> for administrative research. Unfortunately, it was the <br /> expectation that such projects as a pool and beach manual be <br /> 4111 written, as well as encouraging corporate participation in the <br /> pool programs , etc. Needless to say, the summer duties did not <br /> lend time for such endeavors . It is my opinion that this was an <br /> unrealistic expectation for a summer task. <br />
