MINUTES OF THE PROCEEDINGS OF THE <br /> PARKS AND RECREATION COMMISSION <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> 11/1 <br /> STATE OF MINNESOTA <br /> August 28 , 1986 <br /> Mounds View City Hall <br /> Council Chambers <br /> 6 : 30 p.m. <br /> CALL TO ORDER The meeting was called to order at 6: 35 p.m. <br /> by Chairperson Wayne Burmeister . <br /> ROLL CALL Commissioners present : Commissioner Silvis, <br /> Long, Wuori , and Chairperson Burmeister . <br /> Commissioners absent : Commissioner Letendre, <br /> Weflen and Linnell . <br /> Councilmembers present : Councilmember Quick <br /> CHAIRPERSON'S REPORT No chairperson' s report. <br /> COUNCILMEMBER'S REPORT Councilmember Quick indicated that he would <br /> like to have the trash barrells at Groveland <br /> Park moved closer to the picnic area. Com- <br /> missioner Wuori indicated that there was a <br /> • house adjacent to Greenfield Park dumping <br /> their grass clippings on the City park pro- <br /> perty. Staff indicated that they would <br /> resolve both issues prior to the next meeting <br /> date. <br /> DISCUSSION OF CAPITAL <br /> IMPROVEMENT PLAN Staff reviewed the priorities that the Park <br /> Commission had established relating to cost <br /> estimates for each of the neighborhood parks <br /> at their special Park Commission meeting on <br /> August 7, 1986. Staff then indicftted the <br /> next step was to prioritize each of the <br /> individual rankings and comments for each <br /> neighborhood park on a City-wide basis. A <br /> great deal of discussion ensued and the Park <br /> Commission prioritized their 5 year capital <br /> improvement plan based on 4 objectives : <br /> 1 . Environmental concerns and preservation <br /> of the existing park resources. <br /> 2 . Safety and health concerns. <br /> • 3 . Current community voids and/or deficien- <br /> cies as outlined in the City park system <br /> master plan. <br /> 4 . Aesthestics and general park improve- <br /> ments. <br />
