Staff indicat- <br /> TO RESIDENTIAL PROPERTY ed that the only change by the City Council <br /> was to set the date of May 1 , 1987 for imple- <br /> mentation to ensure that the neighborhood <br /> • residents would be aware of the changes prior <br /> to planting gardens in the spring of 1987. <br />
