'- <br /> MEMO TO : Mounds i w arks and Recreation Commissioners <br /> 410 <br /> FROM: St .` <br /> 11 <br /> DATE : May 15 , 1986 <br /> RE : Long Range Capital Improvement Projects <br /> The Mounds View City Council is currently in the process of <br /> reviewing goals and objectives for 1986-87 . As part of that pro- <br /> cess , one of the priorities has been to establish a park mainten- <br /> ance and park capital improvement fund with the long range objec- <br /> tive being to utilize only the interest monies once the fund is <br /> established at an adequate level . The ultimate goal for staff <br /> would be to establish a $500 , 000 park fund which would generate <br /> $40 ,000 - $50, 000 of interest per year . <br /> To that end , staff has included a copy of the 1986 Long Range <br /> Capital Improvement Plan which prioritizes the capital improve- <br /> ment projects for parks commencing 1987 - 1992 . The proposed <br /> projects as outlined range from $45 , 000 - $95 , 000 on an annual <br /> basis . <br /> In addition , staff has included worksheets outlining proposed <br /> park improvements for each of the neighborhood parks that have <br /> been prioritized on an "A" , "B" , and "C" level , with "A" being <br /> 1111 the highest priority and "C" being the lowest . At this time , <br /> staff has not placed a timeframe on them as a number of funding <br /> alternatives could be established ranging from a park referendum, <br /> State and Federal park grants , revenue sharing and/or park <br /> dedication fees . <br /> In order for the City Council to better prioritize their goals <br /> for 1986-87 and beyond , it has been suggested that the Park <br /> Commission adopt the existing five year Long Range Financial <br /> Plan , as well as reviewing the Long Range Capital Improvement <br /> Plan itemized by individual park. <br /> Staff is also in the process of doing a cost analysis of the park <br /> maintenance manual as the second phase of this report which will <br /> hopefully be reviewed at the June commission meeting. <br /> Should you have any questions regarding staff ' s figures and/or <br /> priorities , feel free to contact staff directly or bring your <br /> questions to our next regularly scheduled Park Commission meeting <br /> on Thursday , May 22 , 1986 . <br /> BKA/ sll <br /> i <br />
