Staff indicated that it would be advisable to <br /> WITH THE CITY COUNCIL establish a meeting date with the City Coun- <br /> TO DISCUSS FUTURE cil in early spring to tour the park system <br /> PARK AND RECREATION and review recent projects. Following a • <br /> DIRECTIONS brief discussion, a motion was made by Chair- <br /> person Burmeister , seconded by Commissioner <br /> Silvis to set April 19 for a joint Park Com- <br /> mission/City Council meeting. Motion passed <br /> unanimously 5 ayes, 0 nayes. <br /> RED OAK SCHOOL SITE Staff reviewed the memorandum outlining the <br /> School District' s request for the City to <br /> outline the position on purchasing and/or <br /> leasing the Red Oak School site. Staff indi- <br /> cated that they could not justify excepting <br /> the property without a development proposal <br /> being planned for the immediate future . <br /> Staff estimated that $80 ,000 was needed to <br /> develop the site as a soccer complex and fur- <br /> ther stated that there were no dollars avail- <br /> able for the funding that they were currently <br /> aware of . <br /> The Commission had a long discussion on this <br /> issue, discussing possible alternatives for <br /> funding including; community block grants, <br /> joint powers agreements with the School Dis- <br /> trict, and requesting funding from local <br /> youth and adult soccer associations.Followinq • <br /> the discussion, a motion was made by Chair- <br /> person Burmeister, seconded by Commissioner <br /> Long to request that the City Council ask for <br /> a one year moritorium on the sale of the pro- <br /> perty to allow the City to explore possible <br /> funding alternatives. The motion further <br /> stated that the City was not interested in <br /> purchasing the property at the appraised <br /> value of $230 ,000 but rather to enter into a <br /> long term lease agreement for $1 .00/year . <br /> The motion passed unanimously 5 ayes, 0 <br /> nayes. <br /> DEPARTMENTAL SURVEY Staff reviewed the first draft of the depart- <br /> • <br /> mental survey and indicated that it was <br /> scheduled for print in the May/June City <br /> Newsletter. The Commission reviewed the pro- <br /> posed survey and offered the following <br /> changes : <br /> 1. That the survey should be color coded so <br /> that we could determine where the re- <br /> sponses were coming from. <br /> 2. Suggested eliminating the third park <br /> evaluation section . • <br /> 3. Suggested that additional spaces for <br /> comments or suggestions he placed under <br /> each of the questions. <br />
