MRPA recommends the current method of- • <br /> ti <br /> implementing the cross-country ski license program to be re-evaluatO <br /> and encourages the investigation of sound alternative methods of finance. <br /> Community Education Levy <br /> The Minnesota Recreation and Park Association recognizes the contributt <br /> that community education departments statewide are providing. <br /> The Association encouraged the legislature to raise the community education <br /> categorical revenue limit from its current $5, 35 level and that for future <br /> successive years, an annual percentage increase would be established equal <br /> to the annual foundation aid formula increase. It will be necessary to <br /> increase the current level to $5.80 for the next biennium. <br /> The Association supports the continued community use of school facilities . <br /> during non-school hours and encourages cooperative programming between <br /> community education departments and municipalities in providing recreation <br /> programs. <br /> The Minnesota Recreation and Park Association supports recreation and <br /> community education programs for handicapped individuals, children and <br /> adults, and encourages the legislature to continue to provide alternative <br /> funding sources to implement programs on a local level .. <br /> ACTION: MRPA will be supportive of the Community Education Association <br /> efforts as necessary, and will request their assistance on our <br /> behalf in the legislative arena. . .MRPA & MCEA will cooperate in <br /> joint legislative ventures to assure that the leisure delivery <br /> system is adequately funded. <br /> PUBLIC LIABILITY <br /> The recent explosion in liability insurance premiums has become a prima <br /> concern for many members of MRPA. We believe MRPA must take a strong <br /> position to combat the "insurance crisis" . MRPA and the Legislative <br /> Committee will review the proposal from the Public Liability Task Force, <br /> support the proposal most favored by the membership, and actively work with <br /> other groups and associations to assure that legislation is passed to ease <br /> the financial burden caused by liability insurance. <br /> Other Issues <br /> Other issues may be discussed during the legislative session that directly/ <br /> • <br /> indirectly affect the provision of quality recreational opportunities, <br /> Minnesota Recreation and Park Association will act as necessary on these <br /> issues throughout the legislative session. Examples of topics/issues which <br /> could be included in this category are: parimutual betting; work restitu- <br /> tion programs ; prevention of chemical abuse; eminent domain; recycling and <br /> • <br /> • <br /> • disposal of cans, bottles and litter; public access to lakes; shade tree <br /> program; workers compensation; levy limits and Mississippi River Corridor <br /> project. <br /> • <br /> • <br /> 4110 <br />
