` JOINT POWERS AGREEMENT BETWEEN III THE CITIES OF NEW BRIGHTON AND MOUNDS VIEW PURPOSE WHEREAS, there exists a common need for organizing , directing , implementing and coordinating the Cities of New Brigh- ton and Mounds Views aquatics programs at the Edgewood Community Center Pool , Highview Junior High School Pool , Lakeside Park Beach, and Long Lake Regional Park Beach; and WHEREAS, the Cities of New Brighton and Mounds View have established a high quality aquatics program as a priority service to their respective residents; and WHEREAS, the City of New Brighton and the City of • Mounds View, through their respective governing bodies, believe there is a need to establish a joint aquatics program between, the two municipalities based on cost effectiveness and improved 'City services, NOW, THEREFORE, BE IT AGREED between the City of New Brighton and the City of Mounds View the following : EMPLOYING MUNICIPALITY ' 4111 . The City of Mounds View hereby agrees to be the employing munici- pality for the joint Aquatics Director position . The City or Mounds View shall be accountable for the receipt of that portion of the Aquatics Director costs ( 50% ) paid by the City of New Brighton. No property shall be acquired, as a result of this agreement on a joint basis, by either municipality and all exist- ing property shall remain in ownership of each respective munici- pality. AQUATICS DUTIES AND RESPONSIBILITIES Position responsibility: A description has been attached in Addendum A which fully defines and outlines each task statement which comprise the job description for the aquatics position . The Aquatics Director shall be responsible to and work under the direction of the Parks and Recreation Director of each respective city. TIME ALLOCATION The Aquatic Director' s position will be split equally between the two municipalities 50 per cent in the City of New Brighton and 50 per cent in the City of Mounds View, although flexibility and continuous communication will determine the exact weekly working IIII schedule.
