f' K
S, it*
C .f ck
RAMSEY COUNTY,MINNESOTA
2401 HIGHWAY 10
GATEWAY TO THE NORTH MOUNDS VIEW,MINN.55112
754-3055
DEPARTMENT OF PARKS,
RECREATION AND FORESTRY
October 29 , 1988
Dear City Councilmembers :
The Mounds View Parks and Recreation Commission strongly recommends
that the Council offer only the Long Lake Road and Highway 10 corner
site without offering options of City Hall Park locations for the
future site of the Ramsey County Library. It is our opinion that
offering a park option would misdirect attention from the purchase
41/ of the Phillips 66 site.
It is also our opifoonthethat
libraryPhillips
severalsite
reasonss far the best
possible location
1. The library would be an additional leisure activity opportunity
and would not delete already existing park activity
opportunities.
2. The corner site offers great visibility and accessibility which
other options do not offer.
3. City Hall Park would be grossly disfigured as a designated
community park should the library encroach on park activity
areas.
4. A great number of people use City Hall Park and the encroachment
of any activity areas would decrease opportunities for park •
use.
5. City Hall Park is the only finished and complete park in the
City. It is the cornerstone of the park system. City Hall Park
cannot be duplicated in any other area of the City.
Encroachment on City Hall Park would be permanent and
replacement of its recreational activities impossible. Thee City
does not offer any pieces of land suitable for such a key
• city community park facility.
