• RESOLUTION NO. 2281 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> A PARKS SECURITY LIGHT INSTALLATION POLICY <br /> WHEREAS, City parks are frequently vandalized ; and <br /> WHEREAS, security lighting has been proven to be a <br /> deterent to vandals ; and <br /> WHEREAS, the City Council desires to maintain and enhance <br /> the safety of park users through the provision of safe and <br /> maintained facilities ; and <br /> WHEREAS, security lighting , being a deterent to vandals, <br /> may decrease the frequency of facility repairs or replacement. <br /> • NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br /> of Mounds View that the following policy shall govern the <br /> installation of park security lighting. <br /> 1. All buildings shall have a security light above each door to <br /> provide adequate light for the entry of evening <br /> recreational users and after hours security . <br /> 2. All neighborhood parks should have at least one high sodium <br /> light installed at an area of vandalism risk or for the safety <br /> of individuals pursuing recreational activities during dusk <br /> darkness, i .e. skating rinks , trailways and parking lots. <br /> 3. Citizen input regarding the need for additional lighting <br /> should be considered when need can be validated. <br /> 4 . Lighting facilities and fixtures should be uniform whenever <br /> possible. <br /> 5. Security lighting should be provided from dust to dawn by use of <br /> • photo-electric cells. <br />
