MEMO TO: PARKS AND RECREATION COMMISSION <br /> . FROM: MARY SAARION, DIRECTOR <br /> PARKS, RECREATION AND FORESTRY <br /> DATE: DECEMBER 17, 1987 <br /> RE: GUIDELINES FOR PARK DEDICATION SPENDING <br /> I have pursued the search for a resolution regarding guidelines for <br /> use of park dedication funds. A resolution was never passed <br /> regarding use of park dedication funds. Guidelines were discussed <br /> by the Commission in 1986 under Director Anderson 's leadership. <br /> It is my opinion that park dedication funds be available for use at <br /> opportune times and should not be limited for use by a set policy. <br /> • There will probably be only two other park dedications given to the <br /> City and they may not be acquired for many years . In the meantime, <br /> Mounds View parks require upkeep and development . In the occasion <br /> of a matching grant opportunity or an emergency need or "good buy" <br /> for park facilities , park dedication funds should be available for <br /> use. <br /> • It is my opinion that a priority of total park development should <br /> be achieved before great monies are set aside for a savings <br /> program. The goal for the provision of City parks is for the <br /> leisure recreational use by residents. If facilities are not <br /> available to the residents for use of the parks , the parks will <br /> remain unused. Therefore , it is a goal to provide park <br /> recreational facilities to facilitate maximum usage by residents. <br /> Once this is accomplished, a savings program should be prioritized <br /> to ensure the future repair and maintenance of the parks and park <br /> facilities . <br /> Therefore, I suggest that the Commission discuss guidelines rather <br /> than policy for use of park dedication funds. These guidelines <br /> should be loose enough to provide funds for individual situations <br /> and should emphasize the goal for total development of recreational <br /> facilities in the parks. <br /> MS/sl <br /> • <br />
