Parks, Recreation and Forestry <br /> The major goal of the Parks, Recreation and Forestry , 1 <br /> Department is to develop a comprehensive and balanced <br /> system of parks, open space, trails and leisure oriented Ij <br /> programs for all residents of Mounds View in as economic <br /> a manner as possible. The four elements necessary to <br /> accomplish this goal and the objective of each element I: <br /> are as follows: I' <br /> it <br /> 1 . Recreation Programs <br /> The overriding recreation objective is continuing <br /> enrichment and growth through leisure education <br /> and recreational opportunities for all City resi- <br /> dents. 1 . <br /> 2. Forestry Program <br /> 1 <br /> The primary objective of the Forestry Program is to <br /> preserve and supplement the existing floral canopy <br /> in Mounds View and provide additional support <br /> services relative to plants, shrubbery and shade <br /> • trees for the enjoyment and education of all City <br /> residents. <br /> 3. Parks and Recreation Facilities 11 <br /> Develop and implement a Comprehensive Parks and p ;j <br /> Recreation Area and Facilities Plan for the City in <br /> accordance with accepted standards and keeping in <br /> mind the needs and best interests of the City. 1 � <br /> 1 ' <br /> 4. Park Maintenance <br /> Provide a continuous and systematic program of <br /> repair, replacement and maintenance of all park and <br /> recreation facilities and equipment. i <br /> The goal of the Department for the next five years is to <br /> provide steady, regulated and controlled maintenance of <br /> existing facilities and programs and to achieve moderation as <br /> necessary. The rationale for such a goal is listed : <br /> 1 . The parks continually require upkeep and revision <br /> as old equipment and facilities require replacement. <br /> 2. When monies become available many amenities need ;I <br /> to be added to theP arks as listed in the five year <br /> ca <br /> • pital improvement plan. <br />
