The City cannot rely on Federal , State or County <br /> dollars to develop the park system since the <br /> qualifications are so specific and monies so tight. <br /> 4. Recreational activites will probably not grow as it <br /> is the opinion that offerings are at a satisfied <br /> saturation point. Activities will be modified to <br /> keep in step with the times. ' <br /> • <br /> 5. The parks will continue to be developed with the <br /> provision by the City Council of at least 1/2 mill , <br /> levy of approximately $29,000 per year to be used for <br /> the implementation of the five year capital <br /> improvement plan. This 1/2 mill amount would <br /> increase the number of years to complete the plan to <br /> about 14 years. <br /> Staff estimation of park development in Mounds View is this. <br /> The City has six neighborhood parks, which are designed for <br /> high intense active use by neighboring residents. The <br /> neighborhood parks are located in strategic areas, although a <br /> park is lacking in the south and west side of Silver Lake • <br /> Road and Highway 10. The problem is that these neighborhood <br /> parks do not offer the number of various facilities required <br /> for active use. Most only offer a ballfield and tot lot for <br /> summer use and skating rink for winter use. Additional <br /> facilities such as sandlot volleyball courts, horseshoes, <br /> vida courses, basketball courts, bocceball courts, badminton, <br /> and other such activity facilities are needed. The neigh- <br /> borhood parks still need additional facilities to achieve <br /> their designed function. <br /> The City Hall Community Park is greatly used and adequately <br /> designed. Silver View Park needs additional development to <br /> achieve full potential . The parking lot pavement and curbing <br /> is the number one priority. Next priority is the softball <br /> field lighting which would double the number of teams that <br /> could play at Silver View. The third priority would be <br /> additional activity facilities such as volleyball court, <br /> bocceball court, vida course and horseshoes. <br /> During the years 1987-88, it is the ambition of Parks, <br /> Recreation and Forestry Department to provide more activity <br /> in the parks by offering more low cost play facilities such <br /> as horseshoe courts, sand volleyball courts, bocceball courts <br /> and other "quick-play" facilities.
