At the regular meeting , the <br /> 9 , 1988 , staff presented a proposal to Council recommending <br /> approval of the proposal to install a permanent foundation under <br /> Hillview building . The City Council tabled the proposal . <br /> Ther <br /> were a number of concerns by the Council : <br /> According to code , if the building <br /> 1 . Handicapped Accessibility ed accessible ramp <br /> was set on two courses of block , the <br /> was set on <br /> would need to be 40 feet long.
