MEMO TO: MOUNDS VIEW PARK AND RECREATION COMMISSION
FROM: MARY SAARION, DIRECTOR
• PARKS, RECREATION AND FORESTRY
DATE: JULY 13 , 1988
SUBJECT: PARK SECURITY TASK FORCE
I would like to recommend the formation of a Park Security Task
Force to deal with issues regarding park safety and rule
enforcement. This task force may be comprised of Park and
Recreation Commissioners , City Council representatives, a
representative from the Police Department and Parks, Recreation and
Forestry Director Saarion.
The goal of this task force would be to establish a plan for
promoting park safety and enforcement of regulations. This task
force is recommended as a result of concerns expressed by park
users and residents living near parks regarding safety and rule
enforcement in the parks. Topics such as park security lighting,
parking lot safety, vandalism, curfew and other concerns could be
addressed. Strategies for the management of park security and
• safety could be planned to include neighborhood watches , park
patrols, and educational avenues to "get the word out" .
It is anticipated that such a goal could be established in one or
two meetings. Implementation could be an on-going program
administered by staff with the Parks and Recreation Commission as
overseers. An annual meeting of the Park Security Task Force would
provide opportunities to evaluate the plan and revise it as
necessary.
This is an idea which is recommended to the Parks and Recreation
Commission by staff as a tool by which concerns of residents
of the community could be incorporated into a plan to improve park
safety and security.
MS/SL
411
