MEMO TO: MOUNDS VIEW PARKS AND RECREATION COMMISSION <br /> FROM: MARY SAARION, DIRECTOR <br /> • PARKS, RECREATION AND FORESTRY 0 <br /> DATE: JULY 13 , 1988 <br /> SUBJECT: SILVER VIEW PARK POND WATER MANAGEMENT <br /> The commission and staff recognizes the Silver View Park pond as a <br /> valuable resource which deserves careful management to preserve its <br /> value. As directed by the Parks and Recreation Commission, staff <br /> has contacted experts in water quality management regarding Silver <br /> • View Park pond. <br /> The Freshwater Biological Institute was called in the quest tor <br /> experts in the field of water management. Dr. Swain was recommended <br /> as a resource person. He is a researcher from the University of <br /> • Minnesota who has a high interest in water/ecology management. I 1��1'� <br /> was referred to Scott Carlstrom by Dr. Ed Swain. ij�'fr '+CF� <br /> Scott Carlstrom is a hydrologist currently working with the State <br /> Department in Pollution Control. His research thesis was written <br /> concerning the affects of storm water runoff into wetlands or <br /> holding ponds. His research typifies the situation at Silver View <br /> Park. Mr. Carlstrom and I toured Silver View Park pond. Mr.. <br /> Carlstrom commented that on first glance , the pond looked good with <br /> good ecological balance including water, vegetation and wildlife. <br /> He commented that the water looked clear even with the hot dry <br /> • summer. No odor was detected. He recognized the vegetation and <br /> explained its purpose or detriment to the ecological balance of this <br /> particular ecosystem. Mr. Carlstrom expressed many options for <br /> management of the area including installation of an aerator, <br /> designated uses of the pond for storm water filtration and fish <br /> ponding, and dredging. <br /> Mr. Carlstrom and his colleagues (who have expertise in wildlife <br /> management, water quality and fisheries ) are providing the City with <br /> water management options for Silver View Park pond. Recommendations <br /> will be included with each option. It will then be up to the <br /> Commission and Council to make a decision regarding the future <br /> management of Silver View Park pond. <br /> Mr. Carlstrom believes that such a proposal can be ready for <br /> presentation at the August 25 meeting. Therefore, this topic will <br /> be postponed for the month of July, but will be presented at the <br /> meeting held Thursday, at 6: 30 p.m. at City Hall in the <br /> Council Chambers. <br /> MS/SL <br /> • <br />
