1 <br /> • MEMO TO: PARKS ANT) RECREATION COMMISSION <br /> FROM: MARY iAARI ON, DIRECTOR <br /> PARKS , RECREATION AND FORESTRY <br /> DATE: AUGUST 14 , 1987 <br /> • <br /> RE: RECOMMENDATION TO FORMALLY RESCIND THE PROPOSED CAPITAL <br /> IMPROVEMENi PLAN <br /> During the past several months three controversial issues have been <br /> presented to the Parks and :recreation Commission regarding park <br /> improvements. All three of the issues referred to the 1930 <br /> proposed capital improvements plan. This plan was initially <br /> formulated to comply with a requirement for LAWCON funding of Phase <br /> II of Silver View Park and for the park referendum. This 1930 five <br /> year capital improvement plan was contingent upon the success of <br /> the referendum. information regarding this plan was widely <br /> distributed with information on the park referendum. Currently, <br /> staff and Commission is experiencing problems because residents <br /> still remember the plan and forget that the funding source does <br /> not exist. <br /> Here are the three latest examples of misunderstandings : <br /> • 1 . Silver View ' ark bridge . Residents opposing the development of <br /> the pathway around the entire pond argue that the plan called <br /> for a steel galvanized bridge to link the north and south side <br /> paths. <br /> 2. Mr. Kops recalled a promise for a new over-hang backstop at <br /> Oakwood Park. <br /> 3. One of the arguments by residents near Random Park opposing the <br /> placement of the classroom building , ( not a rink shelter) , was <br /> that the plan did not include a rink shelter at Random Park. <br /> All three of these examples referred to the 1980 park plan. The <br /> City is unable to fulfill the suggestions of this plan due to a lack <br /> of funding source. Also a recent five year capital_ improvement plan <br /> does not realistically reflect funds available . Therefore , it is <br /> staff ' s recommendation that the Park and Recreation Commission <br /> formally move to rescind the 1980 and 1986 five year cap.ital <br /> improvement plan with the intention of re-submitting a more <br /> realistic, progressive and obtainable five year capital improvement. <br /> plan. <br /> MS/s1 <br /> • <br />
