MOUNDS VIEW <br />Item No: 8D <br />Meeting Date: May 22, 2023 <br />Type of Business: CB <br />Administrator Review: <br />City or Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Don Peterson, Director of Public Works/Parks and Recreation <br />Item Title/Subject: Resolution 9753, Accept the bid results for the 2023 Street <br />Rehabilitation Project — Pleasant View Drive/Stinson Boulevard <br />and select bid alternate for trail section <br />Background/Discussion: <br />The City is in the process of rehabilitating streets that were not included in the 2007 <br />Street Rehabilitation Plan. <br />The 2023 Street Project includes Pleasant View Drive from County Road H2 to County <br />Road I. The West side of Pleasant View Drive, Stinson Boulevard, lays within the City of <br />Fridley resulting in a joint street project. <br />Overview of Current Conditions: <br />The Cities of Mounds View and Fridley have in place a JPA for pavement maintenance <br />and reconstruction for Pleasant View Drive/Stinson Boulevard. Pleasant View Drive is <br />approximately 2,383 feet in length and has B16 concrete curb and gutter with a <br />bituminous pavement surface measuring 35- feet wide average. Pleasant View Drive <br />was re -constructed in 1994 and serves residential properties. <br />Maintenance has included seal coating, pothole patching and skim coating as needed. <br />The current pavement is in poor condition with significant surface patching, potholes, <br />and moderate to high severity traverse cracking and pavement heaving. <br />Proposed Street Design Received: <br />City Council received a proposed street design for the 2023 Street Rehabilitation Project <br />at the December 5, 2022 Work Session. <br />Breakdown of Proposed Street Design: <br />Pleasant View Drive — Current pavement sections are 8' Parking Lanes, 11' Drive Lanes <br />for a total pavement width of 38'. Concrete curbing is in place. The proposed pavement <br />section is for 10' drive lanes, with 8' width parking on the west section and a 2' foot <br />reaction zone on the East section (currently there is 8' parking in place on both sides). <br />The proposed pavement section includes replacing the concrete curb and gutter on the <br />East side and spot replacement on the West side. <br />The Mounds View Vision <br />A Thriving Desirable Community <br />
