Trail: <br />A shared use trail has been proposed either as an 8' or 10' wide trail, placed directly <br />behind the curb or with a 5' boulevard is proposed on the East side of Pleasant View <br />Drive. The trail installation is in accordance with the approved 2008 and the 2040 <br />Comprehensive Plans. <br />Landscaping within the Right of Way (ROW): <br />Several properties have landscaping in the ROW with one or two having significant <br />landscaping placed within the ROW. Staff will work with these property owners <br />regarding the extent of the removals that are required. <br />This project was advertised for bid on April 24, 2023 by the City of Fridley and bids were <br />opened at 9:00 a.m. on May 16, 2023. The City of Fridley Engineering Staff reviewed <br />and tabulated the bids. The project will be approved at the City of Fridley Council <br />Meeting on May 22, 2023 with the recommendation that T. A. Schifsky & Sons of St. <br />Paul, MN with a total base bid of $1,542,764.93, as the lowest responsive and <br />responsible bidder, to be awarded the contract <br />The following is the breakdown of the construction costs for the City of Mounds View: <br />Base Bid for Pleasant View Drive Rehabilitation $202,525.84 <br />Bid Alternate #1 — 10' Trail Behind the curb $317,542.04 <br />Bid Alternate #2 — 8' trail with 5' boulevard $344,932.31 <br />Strategic Plan Strategy/Goal: Maintain and Plan for Infrastructure Improvements. <br />Financial Impact: No Financial Impact to 2023 Budget. <br />Recommendation: <br />Staff recommends the City Council adopt the attached resolution authorizing the City of <br />Fridley to award a construction contract to T. A. Schifsky & Sons of St. Paul, MN in the <br />amount $1,542,764.93 for the 2023 Street Reconstruction Project of Pleasant View Drive. <br />Staff also recommends that City Council approve either Bid Alternate #1 or Bid Alternate <br />#2 for constructing a trail along Pleasant View Drive at a cost of $ <br />Staff further recommends the City Council approve a contingency of 10% or <br />$ for any unforeseen issues that arise during this construction project.
