Mostly <br /> because our group has such a propencity to get off track and off track again from the <br /> original tangent. I did however want to throw out to you some concerns that I have on the <br /> BMX/skate park. <br /> 1) Space. <br /> If you had to identify the first three area that could be utilized, what would they be? <br /> Bearing in mind; available parking, accessibility to police, ambulance and fire services. <br /> As well as guaranteeing residents that their privacy won't be invaded by noise, traffic and <br /> appearance. <br /> 2) Liability. <br /> I would like to see how other cities are effected by increased insurance costs. As well as <br /> the additional paper work (waivers) to be created, filled out and retained. <br /> • 3) Build out costs. <br /> I would have no clue where to begin on determining the cost of such a facility, but I would <br /> hesitate to use too many, if any, youth volunteers. I would think that the structures in <br /> question would be subject to quality code standards and as such, for insurance <br /> qualifications and liability protection, should be constructed by a licensed and bonded <br /> company. <br /> 4) Operational costs. <br /> I assume that this facility would be staffed by a city employee(s) that would have <br /> responsibilities ranging from waivers, rules enforcement, first aid and public relations. <br /> Here again lies a potentially large cost to the taxpayers. <br /> 5) Competition. <br /> How many of our neighboring cities have such facilities? Would we be in competition for <br /> users for our site? And if so, would that obligate us to build a better, more expensive site <br /> than our competition? <br /> 6) Projected usership. <br /> Keeping in mind that both Skateboarding and BMX are on the rise in popularity for the <br /> first time since the early 1980's, would we have enough participants to sustain the park <br /> both in the present and over the long haul. I see this as potentially being our current, more <br /> costly version of the sand volleyball fad of the early nineties. Also, and again assuming, <br /> 6/30/00 <br />
