1993 UPDATE <br /> OF THE <br /> • <br /> LONG TERM FINANCIAL PLAN <br /> DEPARTMENT OF <br /> PARKS, RECREATION & FORESTRY <br /> The goal of the Department is to develop a comprehensive and <br /> equitable service system of recreation programs for all persons <br /> of the community, park facilities, open space, trails and leisure <br /> opportunities. Major areas of service to be provided by the <br /> Department are as follows: <br /> a. Recreation Program <br /> The objective of recreation programming is to enhance the <br /> opportunity for good quality of life with the provision of <br /> leisure recreational activities offering all city residents <br /> the opportunity for participation, enjoyment, socialization <br /> and physical activity regardless of economic status, race, <br /> religion or ability. <br /> b. Park Improvements <br /> The objective of park improvements is to develop a facility <br /> replacement schedule to promote safe and functional <br /> • recreational facilities in the parks and to promote <br /> additional park recreational facilities through the <br /> development of a park improvement plan as recommended by the <br /> . Parks and Recreation Commission. <br /> c. Park Planning <br /> The objective of park planning is to provide a comprehensive <br /> system of park facilities for the enhancement of quality of <br /> life by offering parklands, trails and open spaces for <br /> leisure recreational pursuits and by providing facilities <br /> for the many diverse interests of the community in an effort <br /> to <br /> provide the entire community with options for <br /> participation in leisure recreational interests. <br /> d. Forestry <br /> The objective of the forestry program is to preserve and <br /> supplement the existing floral canopy in Mounds View and <br /> provide additional support services relative to plants, <br /> shrubbery and shade trees for the enjoyment and quality of <br /> life for all city residents. <br /> The City Survey conducted by Decision Resources, LTD has <br /> indicated that residents of the City of Mounds View have <br /> • particular interest in recreation programs and opportunities for <br /> the youth and senior citizens of the community.
