This community 411 <br /> input also indicates that subsidization of youth and adult <br /> programs is important to the equitable participation <br /> opportunities of both age groups. Therefore, the department will <br /> put every effort forth to advocate for city subsidy of youth and <br /> senior citizen programs and activities to ensure fair and <br /> equitable opportunity for participation. <br /> In order to keep participation fees to an affordable level, the <br /> subsidization of all administrative staff and office costs must <br /> be provided with city tax funds rather than user fees. <br /> The recent requests for additional programming including after- <br /> school programming in the middle schools, increased senior <br /> citizen activities, and increased support and coordination with <br /> youth athletic associations will require additional staff hours. <br /> Therefore it is an objective to increase the current 1/2 time <br /> Program Supervisor' s position to a full time position. <br /> The long term plan in park improvements is the scheduled and <br /> planned replacement of facilities as the life expectancy become <br /> complete. <br /> The short and long term plan for park facility development and <br /> planning includes the implementation of the Trailways proposal as • <br /> well as the continued work with the Golf Course development plan. <br /> The long term plan regarding forestry services is to begin with <br /> this first year of the amended joint powers agreement with the <br /> City of New Brighton for contracting forestry services. This <br /> amended agreement provides with similar services as a reduced <br /> cost. <br /> Specific objectives of 1993 in adherence to this long term <br /> financial plan includes: <br /> * Continue development plans and construction of a municipal <br /> golf course enterprise project. <br /> * Continue with the development plans and construction of a <br /> Regional Senior Community Center. <br /> * Continue to implement improvements at Silver View Park as <br /> described and scheduled in the Silver View Park Improvement <br /> Plan. <br /> * Pursue the possibilities for construction of trailways in <br /> the City of Mounds View. <br /> * Pursue grants and other funding sources for park <br /> improvements, recreation programming and forestry programs. 411 <br />
