• bination of funding sources should be considered so there is continued involvement by
the State in financing a portion of regional park acquisition and development.
Proposal for Establishing Mini-Parks Within the City of Shoreview
The City of Shoreview Parks and Recreation Commission has been discussing the concept
of establishing 1-2 acre mini-parks located within a 1/2 mile of every resident within
their City. In this analysis, the City Commission identified five candidate areas that affect
Ramsey County parks and open space property. On July 16, 1992, the City of Shoreview
conducted a public information meeting to receive input on the proposed mini-parks.
Mr. Mack distributed copies of a letter to Jerry Haffeman, Director,Shoreview Parks and
Recreation Department, stating Ramsey County's position with respect to each of the can-
didate areas. Essentially, the letter states objection to use of Ramsey County parks and
open space land in four of the five areas and suggests an opportunity for a mutually ben-
eficial land exchange on a candidate area located within County Ditch 8. The Commis-
sion concurred with the response prepared by Mr. Mack.
Wetland Mitigation Projects on Open Space Sites
Mr. Edmonds noted that a wetland mitigation project is underway at the County Ditch 18
site located within the City of Maplewood. This wetland project is intended to enhance
the wetlands in this area and is being undertaken by the Ramsey County Public Works
Department as mitigation for a roadway project. The project was approved by Ramsey
County Parks and Recreation Department staff. Mr. Edmonds requested that the Parks
and Recreation Commission have an opportunity to review and comment on future wet-
land mitigation projects. Mr. Mack indicated that this project was identified prior to the
establishment of the Parks and Recreation Commission;however,in the future, proposed
wetland mitigation projects will be presented to the Commission for review and com-
ment.
Commission Member Updates Regarding Work Plan Assignments
Mr. Frank informed the Commission that he is serving on a committee to make recom-
mendations regarding accommodations for pedestrians and bicyclists along Larpenteur
Avenue.
Director's Report
Mr. Mack informed the Commission that agreement had been reached with the City of
White Bear Lake on a final settlement for improvements made by the City to Manitou
Ridge Golf Course. Ramsey County has paid the City$600,000 in a lump sum payment
for all improvements made to the Manitou Ridge Golf Course.
S
