Other Business <br /> Mr. Nolan reported that a letter had been drafted to the Friends of St. Paul and Ramsey <br /> County Parks and Trails regarding the Commission's position with respect to a Ramsey <br /> County tree board. The letter advises the Friends that Ramsey County does not have the <br /> planning and zoning authority to prescribe and enforce planning ordinances beyond its <br /> own property. Each of the municipalities within Ramsey County should be encouraged <br /> to establish their own tree board. This letter will be transmitted to the Friends before their <br /> next regularly scheduled meeting. <br /> Ms. Julie Haugen, a resident of the City of Shoreview and property owner adjacent to the <br /> Rice Creek Regional Trail Corridor, addressed the Commission. She asked for clarifica- <br /> tion regarding the jurisdictional authority of Ramsey County and the City of Shoreview <br /> on Ramsey County park and open space land. She was advised that Ramsey County <br /> must obtain local approval for development of park and open space land;however,plan- <br /> ning, development and operation are the County's responsibility. Mr. Mack noted that <br /> Ramsey County cooperates with municipalities to accommodate development of certain <br /> compatible recreational facilities, such as trails. <br /> Ms. Haugen inquired what the process would be for citizens in the area of Rice Creek to <br /> develop a trail system. She was advised that Ramsey County must approve any im- <br /> provements; however, development at this time would not be recommended because of <br /> the pending discussions regarding the long-term use of the property and the lack of oper- • <br /> ating funds to adequately maintain a facility open for public use. Ms. Haugen indicated <br /> that the POSE group would like to make some constructive contribution to the Rice Creek <br /> area. Mr. Mack noted that, at this point in time, the most significant contribution POSE <br /> could make is to encourage removal of litter,debris and personal property from Ramsey <br /> County parkland. He noted that there are significant encroachments on the parkland <br /> from adjacent property owners.
