MEMO TO: PARKS AND RECREATION COMMISSIONERS <br /> • FROM: MARY SAARION, DIRECTOR <br /> PARKS, RECREATION & FORESTRY <br /> DATE: SEPTEMBER 16, 1992 <br /> SUBJECT: INFORMATION ON LAND ACROSS FROM CITY HALL ON <br /> EDGEWOOD DR. <br /> Mr. Terry Moses is representing the owner of the land located <br /> across the street from City Hall on Edgewood Drive, next to the <br /> Bel Rae Ballroom. Mr. Moses has discussed the status of the <br /> land and opportunities to develop it with Planner Paul <br /> Harrington. Because the land is designated as wetlands, it <br /> cannot be developed without altering the wetlands. Mr. Moses <br /> naturally would like the City of Mounds View to purchase the land <br /> and use it for parkland and holding pond as suggested in the <br /> storm water system master plan developed by SEH in 1988 (proposed <br /> multi-purpose detention basin map enclosed) . In order to do this <br /> the City would need to mitigate the wetland. <br /> Mr. Moses has not indicated an "asking price" of the land. It is <br /> the suggestion of the Planning Dept. that Mr. Moses prepare a <br /> proposal to be submitted to the City Council. It is unknown <br /> whether or not Mr. Moses will pursue this avenue. However, he <br /> • has come to City Hall several times to discuss options. It is <br /> quite evident that he wishes that the City purchase the land. <br /> The land is currently unable to be developed and yet his client <br /> is paying taxes on the land. It would be in the best interest of <br /> the City if the land would be given to the City. On the other <br /> hand, the owner naturally wishes to get whatever he can for the <br /> land. <br /> In preliminary review of the maps, it is believed that the <br /> distance along the east/west line of the parking lot is <br /> approximately 500 feet. This may be enough area to construct a <br /> large baseball field depending upon the scope of wetland <br /> mitigation necessary. A baseball field of this size is a <br /> needed athletic facility in the City of Mounds View. <br /> I look forward to your discuss and ideas regarding this land. <br /> Your recommendation will be forwarded to the City Council. <br /> • <br />
