REPORT ON STATUS OF 3M/BATTLE CREEK PARTNERSHIP <br /> Mr. Mack gave an overview of discussions and correspondence with 3M to date. Chairman • <br /> Nolan feels that the Commission should take the lead role in discussions with 3M. Mr. Botzek <br /> will send a letter to Mr. Jim Jensen at 3M and follow-up with a telephone call. <br /> Mr. Mack mentioned that he is meeting with Jody Yungers and Mark Themig, department <br /> staff, to discuss the department's volunteer program, including "park partner" opportunities <br /> with area corporations. <br /> STATE OF THE PARKS REPORT <br /> Chairman Nolan will provide Commission members with a draft of the report for review. <br /> UPDATE ON RAMSEY COUNTY ARENA SYSTEM EXPANSION AND IMPROVEMENTS <br /> Mr. Mack reported that on September 3, the County Board approved an amendment to the <br /> 1997 Capital Improvement Program (CIP) budget of $2.6 million for construction of a new ice <br /> arena adjacent to Highland Arena to be financed from the following sources: $1 million 1997 <br /> County CIP bonds (major projects); $250,000 County 1997 CIP bonds (renovation funds <br /> recommended by CIPAC); $1 million appropriation by the St. Paul City Council; $250,000 <br /> Minnesota Amateur Sports Commission (MASC) new construction grant; and $100,000 MASC • <br /> renovation grant. <br /> The County Board also approved a $580,000 capital improvement budget for improvements <br /> to existing ice arenas to be financed with $290,000 from the County's 1997 CIP bonds and <br /> grant funds to be requested from the MASC. <br /> On September 10, the County Board approved an amendment to the 1997 CIP budget in the <br /> amount of $500,000 for participation in the proposed MASC ice arena complex at the <br /> Minnesota National Sports Center to secure full priority access to ice time on one ice arena <br /> within the complex for Ramsey County residents. The Board has directed the County <br /> Manager and Mr. Mack to analyze the impact of the proposed MASC ice arena complex on <br /> the Ramsey County arena system, clarify the fiscal commitment by participating municipalities <br /> and assess the feasibility of recovering the County's financial contribution to the project. <br /> Mr. Mack will keep the Commission informed on these issues. <br /> RECOMMENDATION REGARDING THE PROPOSED HIGHWAY 96 REGIONAL TRAIL <br /> CORRIDOR MASTER PLAN <br /> Copies of the master plan were distributed. Mr. Holmberg gave an overview of the master <br /> plan.
