4. K & G prepares final resolution and item is scheduled for Council Meeting. The resolution <br />establishes the exclusive negotiation period. <br />2. Community Center — Update and Fitness Center <br />Staff will provide verbal update on first meeting with Rapp Strategies which is scheduled for <br />10:00 Am on Monday. Staff conversed with K & G regarding election date with Bloomington <br />moving forward this year, and others considering it. They will have final decision no later than <br />July 15t". Staff as and will continue to work with Rapp Strategies on building the web page <br />(significant data has already been transmitted) and core messaging. <br />The forms and documents for the 2024 Bonding Bill process have all been submitted with <br />confirmation received. <br />Council should further review the Morris Leatherman Survey with a focus the amenities/use <br />which ranked the Fitness Center the highest, followed by youth sports, gymnasium, youth <br />summer, event center, senior programs and meeting rooms. While the usage question is not <br />exactly a "value" question, behavior/usage is clearly an indicator. <br />General discussion and consensus needed as we work with Rapp Strategies on providing <br />information to the public regarding the components of the project. <br />3. Workshop Minutes <br />Council had robust discussion at their last workshop. Documents from the previous workshop <br />are included. <br />Spreadsheet summary: <br />Arden Hills, Little Canada, Maplewood, North Oaks, North St. Paul, and Vadnais have minutes. <br />Those minutes are best described as transcripts. Attendance of whom, and discussion. No <br />action detail is included. <br />Staff could not find minutes from Falcon Heights, Gem Lake, Lauderdale, Roseville, or St. Paul; <br />the latter two due to a strong belief they do not hold workshops. <br />New Brighton does not take minutes but does tape the session and make that available. <br />Shoreview has minutes. Those detail whom was in attendance, discussion, and whether there is <br />consensus to move to council. <br />K & G advises against "formal minutes" as they suggest a formal meeting in which action is <br />taken. Council can only take action via Resolution, Ordinance Adoption or a formal motion with <br />a second and vote occurring during a duly posted meeting of a Council Meeting. Best approach <br />is to do a summary of what occurred as there is no legal action item. <br />Our contract with Minute Maker sets a base rate of $159 for the first hour and $37.75 for each <br />additional half hour. A three hour meeting would cost $310. If 12 workshops were held in a <br />year the annual cost equals $3,720. <br />
