Item No: 8B <br />MOUNDSyyttW Meeting Date:08/28/2023 <br />Type of Business: Council Business <br />Administrator Review: <br />City of Mounds View Staff Report <br />To: Honorable Mayor and City Council <br />From: Ben Zender, Chief of Police <br />Item Title/Subject: Resolution 9789, Approving Professional Services <br />Agreement with Tubman to Provide Public Safety and General <br />Welfare Related Services Addressing Domestic Abuse <br />Introduction: <br />Tubman is requesting funding to ensure that our law enforcement and criminal justice partners <br />can continue to rely on Tubman to help ensure victims' safety needs are met and help prevent <br />future violence. <br />Discussion: <br />For more than 45 years, Tubman has been helping people of all ages, genders, and cultural <br />backgrounds to find safety, hope, and healing. Tubman Legal Services program has served the <br />East Metro region of the Twin Cities, including Ramsey and Washington counties, since Family <br />Violence Network began in 1981. <br />Tubman has partnered with the Mounds View Police Department and HJ Law prosecution team <br />to provide legal services to help victims of violence in Mounds View. Tubman Legal Services <br />within the Mounds View community include: criminal court legal advocacy to ensure victim's <br />rights are met through the criminal legal system; legal clinics regarding divorce, custody, child <br />support, and other family law issues; pro bono attorney representation; and assistance drafting <br />Orders for Protection and Harassment Restraining Orders, including providing civil advocacy <br />throughout the process of obtaining this important order. <br />Tubman also offers a broad continuum of services, including emergency family violence shelter <br />for people of all genders; transitional housing; mental and chemical health counseling; youth <br />mentorship and leadership development; in -school violence prevention curriculum; support <br />groups; a clothing closet; and more. The need for these critical services has increased, and so <br />have the costs to provide them which is why they are requesting financial support. <br />This agreement shall commence on August 1, 2023 and shall terminate on December 31, 2024, <br />unless it is terminated earlier. The total amount to be paid by the City for services shall not <br />exceed $25,500 annually. The City costs for the period between Aug 1, 2023 and December 31, <br />2023 shall not exceed $25,500. The payment for calendar year 2024 shall be $25,500 and shall <br />be paid by January 30th, 2024 ($51,000 for the 2023 and 2024 contract period). The funds will <br />come from Account 100-4700-3065 (Family and Youth Social Services). A budget adjustment of <br />$25,500 is required for the 2023 period. <br />
