Resolution 1154-22, Recommending Approval of Amending the Zoning Map <br />for 2310 Mounds View Boulevard; Preliminary Plat of Woodale Apartments; <br />Planned Unit Development; and Development Review. <br /> <br />Community Development Director Sevald stated Reuter Walton (developer) is proposing <br />“Woodale Apartments”, a 140-unit apartment building to be located at 2310 Mounds View <br />Boulevard, east of Bel Rae Senior Living. The property is currently vacant. The project requires <br />approvals for a Zoning Map Amendment; Preliminary/Final Plat; Conditional Use Permit (CUP) <br />for a Planned Unit Development (PUD); and Development Review. The City Council reviewed a <br />concept plan at its August 1, 2022 Work Session, providing a consensus to the developer to <br />proceed with an application. The project includes a “ghost plat” to include a Phase II 130-unit <br />apartment east of Phase I. Phase II would require the acquisition of three homes to the east, none <br />of which are for sale. The intent of the ghost plat is to demonstrate how a Phase II would be <br />compatible with Phase I. There is no timetable as to when (if ever) Phase II will be developed. <br />The proposed deviations for the PUD were further discussed with the Commission. Staff <br />commented further on the proposed request and recommended the Planning Commission <br />approve a Recommendation to Amend the Zoning Map; Preliminary Plat of Woodale <br />Apartments; Planned Unit Development; and Development Review, conditioned upon being <br />revised prior to the City Council’s consideration. <br /> <br />Jared Ackmann, Reuter Walton Development, discussed the proposed plans in further detail with <br />the Commission. He reviewed other developments Reuter Walton had completed in the metro <br />area. He stated he has had discussions with the City for the last year. He noted he was proposing <br />a 140 unit apartment complex on the three acre site. He commented on how the units would be <br />broken down for the proposed workforce housing. He indicated the site would have <br />approximately 200 parking stalls and he would not be charging for parking. He discussed the <br />outdoor amenities (tot lot and dog park) that would be included within the development. In <br />addition, the property would have a community room, fitness area, bike racks and onsite office. <br />He stated he appreciated how close this site was to the park and ride on County Road H and was <br />also close to the Metro Transit Route #25 bus line. He finished his presentation by reviewing <br />elevations of different Reuter Walton projects. <br />
