Mounds View Planning Commission November 2, 2022 <br />Regular Meeting Page 4 <br />________________________________________________________________________ <br /> <br />Commissioner Stevenson asked if the underground parking stalls would be assigned. Mr. <br />Ackmann stated his developments have assigned stalls at some complexes and at others, they <br />have not been assigned. Collin Kaas, Kaas Wilson Architects, commented further on how <br />vehicles would circulate through the underground parking lot. <br /> <br />Chair Rundle encouraged Reuter Walton to assign the parking stalls. <br /> <br />Commissioner Nelson questioned where residents would park if there was not room in the <br />underground parking lot. Community Development Director Sevald explained the City requires <br />all projects to have adequate parking onsite. Mr. Kaas stated 35 to 40 additional parking stalls <br />could be added on the corner lot as an interim solution, if parking concerns were to arise. <br /> <br />Commissioner Nelson inquired if these units would be low income. Mr. Ackmann reported all <br />units would be at 60% AMI or less. He explained he submitted a grant with Ramsey County to <br />have 14 units at 30% AMI. <br /> <br />Commissioner Nelson asked how long this project would take to construct. Mr. Ackmann <br />commented on the proposed building timeline and anticipated the apartment complex would take <br />15 months to build noting the building would be ready to open in December of 2024. <br /> <br />Further discussion ensued regarding the number of affordable housing units Mounds View was <br />encouraged to construct per the 2040 Comprehensive Plan. <br /> <br />Commissioner Nelson questioned if it was the developers long term goal to acquire the corner <br />properties. Mr. Ackmann stated this was the case. <br /> <br />Commissioner Stevenson discussed the history of this property noting the rezoning of this site <br />was a long time coming. <br /> <br />Commissioner Curtis recommended the plans continue to evolve to include a patio, tot lot, and <br />dog area. Community Development Director Sevald commented further on the proposed <br />landscaping plan and retaining wall location. Mr. Ackmann indicated he would be working on <br />the landscaping plan further, prior to the City Council meeting. Mr. Kaas explained the units <br />along the rear of the building would not have balconies and indicated this was done to protect the <br />privacy of the adjacent homeowners. <br /> <br />Commissioner Farmer supported the developer providing sidewalks that go all the way out to <br />Mounds View Boulevard. Community Development Director Sevald reported it was staff’s <br />recommendation to have a sidewalk installed from Woodale Drive to Mounds View Boulevard. <br />Mr. Ackmann explained he was looking into the options that would maximize access for future <br />tenants. <br /> <br />Commissioner Nelson indicated he was mostly supportive of the project, but he felt it was being <br />rushed.
